Who is Elroy Africa Development Consulting?

Since the mid-1980s, Elroy has  been a development activist and professional. Elroy Africa Development Consulting (PTY) LTD was established in 2012  as an activist urban development and public sector governance policy, research and advisory consultancy based in Pretoria, South Africa. The company was founded by and is managed by Elroy, who is an Urban and Regional Planner by training. Elroy studied for a Bachelors in Social Science (BSocSc) at the University of Cape Town where he majored in African Politics and Industrial Sociology. Later he read for a Masters in Town and Regional Planning (MTRP) from the University of Natal (Durban), now the University of KwaZulu Natal. 

His career has spanned the non-governmental, private and public sectors. His last position before establishing his consultancy was that of Director-General in the national government Department of Cooperative Governance in South Africa. This  national department is responsible for, inter alia, local government and inter-governmental relations in South Africa. 

Since 2012, Elroy undertook a number of strategic assignments focusing on decentralisation, local government, fiscal decentralisation, local governance and youth unemployment focusing on the African continent. Key clients, organizations and governments that were interacted with include the African Union Commission (Department of Political Affairs), the United Nations Development Programme (UNDP) Regional Service Centres for Eastern, Southern, & West and Central Africa, the GIZ support Programme for the African Ministerial Conference on Decentralisation and Local Development (AMCOD/CADDEL) and the United Cities and Local Governments for Africa (UCLGA) and the Government of Kenya.


***UPDATE ***

At the end of November 2020, Elroy completed a 7 year assignment for the South African government assisting with the establishment of a Border Management Authority (BMA) for the country. In July 2020 the President of South Africa, His Excellency Cyril Ramaphosa, assented to the Border Management Authority Act No. 2 of 2020. 

In 2021, Elroy assisted the Government of South Sudan with developing a Border Security Strategy.
